Eligibility Checklist
To be eligible for the Higher Level Skills program, individuals must:
- be aged 15 years or over;
- be no longer at school;
- permanently reside in Queensland;
- be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen; and
- not hold, and not be enrolled in, a certificate IV or higher-level qualification, not including qualifications completed at school and foundation skills training.
The Queensland government will pay a higher concessional subsidy to encourage and support participation by disadvantaged students. Concessional student status applies when:
(a) the student holds a Health Care or Pensioner Concession Card issued under Commonwealth law, or is the partner or a dependent of a person who holds a Health Care or Pensioner Concession Card and is named on the card;
(b) the student provides the PQS with an official form under Commonwealth law confirming that the student, his or her partner, or the person of whom the student is a dependant, is entitled to concessions under a Health Care or Pensioner Concession Card;
(c) the student is an Aboriginal or Torres Strait Islander;
(d) the student has a disability; or
(e) the student is an adult prisoner
Please note that:
- Q Academy will only consider applications from genuine students interested in allied health who we believe will successfully complete the program in the allocated time. Placement is also subject to availability.
- Please note that when a student has completed the HLT42021 Certificate IV in Massage Therapy, they can then enrol into the HLT52021 Diploma of Remedial Massage upgrade program. They can receive a Direct Credit Transfer (DCT) for the Certificate IV in Massage Therapy subjects already completed, to save time and money from the Diploma of Remedial Massage program.

Q Academy’s HLT42015 Certificate IV in Massage Therapy is eligible for a Queensland Government Higher Level Skills (HLS) Subsidy.
Only Concession Card holders who are elligible will be considered for enrollment , subject to placement availability, in our Brisbane, Gold Coast and Sunshine Coast campuses.
Only our Cairns campus will consider enrollment applications from elligible Non-Concession card holders, subject to placement availability.
No, Q Academy is now able to offer the HLT42021 Certificate IV in Massage Therapy for eligible students in Queensland. With locations in Brisbane, Cairns, the Gold Coast and Sunshine Coast, we have successfully trained over 2,500 thousand therapists.
The HLS Subsidised Certificate IV in Massage Therapy program is not available in every Q Academy campus and when delivered it will be on-Campus and in our Self-Directed E-Classrooms . Enrollment applications will be subject to meeting our genuine student test assessment and placement availability. The HLS Subsidy is not available for online courses.
